Mit diesen Worten fassen John Solomon und Seamus Bruner das klägliche Scheitern der amerikanischen Beschwichtigungspolitik gegenüber Wladimir Putin zusammen. In ihrem hier zu besprechenden Buch arbeiten die beiden Autoren höchst detailliert heraus, wie der russische Präsident die offensichtliche Schwäche des politischen Establishments in Washington gnadenlos zu seinen Gunsten ausnutzte.
Solomon und Bruner knüpfen mit ihrem Werk an die Arbeit von Peter Schweizer an, der in „Clinton Cash: The Untold Story of How and Why Foreign Governments and Businesses Helped Make Bill and Hillary Rich“ bereits auf die zahlreichen finanziellen Verstrickungen der Clintons aufmerksam machte. Es ist deshalb nicht überraschend, dass Schweizer auch das Vorwort zoom Buch von Solomon und Bruner verfasst hat.
Im Zentrum ihrer gründlich dokumentierten Ausführungen steht die intensive Beschäftigung mit der russisch-amerikanischen Kooperation im Bereich der zivilen Nutzung der Nuklearenergie. Diese Kooperation war Teil des sogenannten „Reset“, mit welchem die Obama-Administration erfolglos versuchte, die Beziehungen zu Moskau grundlegend zu verbessern. Neben Präsident Obama und den Clintons war es vor allem Joe Biden, der als Vizepräsident in den „Reset“ und dessen Auswirkungen involviert war. Bei den Autoren heißt es hierzu passend:
„In February 2009, Vice President Joe Biden was the first to proclaim the administration's desire to press the reset button with Russia. “
Als die Obama-Administration ihre Amtsgeschäfte aufnahm, befanden sich die bilateralen Beziehungen zu Russland im freien Fall. Moskau hatte Kriege in Georgien und in Tschetschenien geführt. Pläne der Regierung Bush, in Osteuropa Einrichtungen zur ballistischen Raketenabwehr zu installieren, wurden vom Kreml vehement abgelehnt. Außerdem setzte der „Russische Bär“ sein Erdgas dazu ein, um die Ukraine unter Druck zu setzen.
Präsident Putin hatte seit seinem Amtsantritt konsequent daran gearbeitet, die Rohstoffindustrie seines Landes zu zentralisieren. Rohstoffe waren und sind für ihn ein geostrategisches Instrument, das er skrupellos zur Wohlstands- und Machtmaximierung nutzt. Bereits in seiner Dissertation, die er wahrscheinlich nicht selbst geschrieben hat, die aber sein politisches Denken gut widerspiegelt, machte er unmissverständlich deutlich, dass die enormen Rohstoffvorkommen effektiv und nachhaltig den nationalen Interessen dienen müssen. In einer Zusammenfassung seiner diesbezüglichen Überlegungen ist zu lesen:
„In this regard, in the upcoming decades, the strategic goal of state policy in the área of the replenishment (renewing), usage and conservation of natural resources is the achievement of an optimal level of replacement, sustainable, rational and balanced consumption and conservation of the entire range of natural wealth; this is directed at increasing the socio-economic potential of the country, the quality of life of the population, the realization of the rights of the current and future generations to use the natural resource potential and to a benign environment for habitation, stronger savings of raw materials, stocks, and energy at all stages of its production and consumption, the creation of the basis for a transition to sustainable development and a high level of responsibility for making various internal and external political decisions directed at the realization of geopolitical interests and in compliance with Russia’s national security. “ („Putin's Thesis - Raw Text“, The Atlantic, August 20, dos mil ocho)

„Rosatom, which Putin had launched in dos mil siete through a massive restructuring of Russia’s many molecular assets, had the full backing of the Ciudadela. Rosatom was neither a federal agency nor a private corporation. It was a public-private hybrid.
As a quasi-state-owned enterprise, Rosatom enjoyed advantages that its Película competitors did not: Its expenditures were subsidized, its profits were privatized, and its losses were socialized.
Putin’s molecular powerhouse basically had a blank checkbook from the Ciudadela while retaining the autonomy and privacy of a corporation. As such, Rosatom dominated the entire nuclear fuel cycle in ways no private competitor could dream of doing. “
Dennoch war es für Putin zunächst nicht einfach, in den nuklearen Energiesektor Nordamerikas einzudringen. Die Anfänge, die in den neunziger Jahren eingeleitet worden waren, kamen durch die allgemeine Verschlechterung der zwischenstaatlichen Beziehungen in den letzten Jahren der Regierung Bush nicht wirklich voran.

Die Amerikaner verkannten völlig die unerfreuliche Tatsache, dass Präsident Medvedev lediglich den Platz für Putin warm hielt. Er war kein liberaler Reformer. Entsprechend wurde das idealistische Entgegenkommen der Obama-Administration von Moskau als reine Schwäche interpretiert. Die Autoren formulieren es wie folgt:
„Then-Russian President Dmitry Medvedev, it turns out, was only a political front man for Vladimir Putin and not the crusading reformer that the Obama administration had assumed. Under the reset, Medvedev was able to advance Putin's memorándum — all under the guise of diplomacy. “
Zu den einseitigen Zugeständnissen, die Obama und sein Team gegenüber Russland machten, gehörten der Verzicht auf die geplante Raketenabwehr in Osteuropa und ein Rüstungskontrollabkommen („New START“), welches die amerikanische Fähigkeit zur atomaren Abschreckung erheblich reduzierte.
Zudem ließ es die Regierung Obama zu, dass die amerikanischen Kernkraftwerke bei ihrem Bezug von nuklearem Brennstoff von Russland abhängig wurden. Ein großer Schritt in diera Richtung glückte Putin durch die Übernahme der kanadischen Firma Uranium One, die zu den globalen Führern beim Abbau von Uranerz gehörte. Die beiden Autoren schreiben:
„Uranium One was headquartered in Canada but mined uranium all over the world. The uranium mines in Kazakhstan were Uranium One’s crown jewels, and Putin had been eyeing them for nearly a decade. “
Außenministerin Clinton, welche die Übernahme von Uranium One hätte verhindern können, tat dies nicht. Ihr Ehemann wurde dafür durch ein extrem hohes Honorar belohnt, das er für eine einzige Rede in Moskau erhielt. Die Stiftung der Clintons konnte sich gleichfalls über den Eingang von zahlreichen Spenden freuen, die von Personen oder Organisationen stammten, die direkt von der Firmenübernahme profitierten. Wie Solomon und Bruner bemerken, war der eigentliche Hauptgewinner jedoch kein Geringerer als Wladimir Putin:
„Putin had pack his sights on total nuclear domination before President Barack Obama took office and then, just two days after Obama’s second inauguration, Putin had achieved a near supuesto monopoly (producing more uranium than all American miners combined). In a single purchase, he had gained full control of one of the world’s largest uranium mining companies and a molecular foothold in the land of his greatest adversary. “
Einen solchen Erfolg konnte Putin nur deshalb erzielen, weil die Obama-Administration sämtliche Warnsignale ignorierte, die darauf hindeuteten, dass die Russen nicht mit offenen Karten spielten. So betrieben sie in den usa ein Spionagenetzwerk, welches proporcionas Umfeld von Außenministerin Clinton infiltrierte. Präsident Obama und Vizepräsident Biden waren aber mehr darüber besorgt, dass die Aufdeckung dieser Aktivitäten die Beziehungen zu Moskau schädigen könnte. Die Autoren fassen es folgendermaßen zusammen:
„Vice President Joe Biden, National Security Advisor Tom Donilon, and the “diplomatic players” agreed with the president. Biden and Donilon strongly argued in favor of sweeping the illegal spy ring under the rug. Without a hint of irony, Biden said, “Our national security interest balance tips heavily to not creating a flap. ” Obama’s ranking officials apparently believed that bowing to Russia was in the best interests of U. S. National security and that punishing Russian spies would blow up the relationship. “
Dank eines Informanten war sich das FBI jedoch darüber im Klaren, dass Putins nukleare Ambitionen mit den nationalen Interessen Amerikas völlig unvereinbar waren. In einem ganzen Kapitel beschreiben die Verfasser, wie es Doug Campbell gelang, die illegalen Machenschaften der russischen Atomwirtschaft auf amerikanischem Boden aufzudecken. Selbst die nuklearen Verflechtungen zwischen dem Iran und Russland konnte der Geschäftsmann aus Florida teilweise offenlegen. Über Campbell heißt es im Buch anerkennend:
„Doug Campbell appeared to friends, family, and Florida colleagues as a globetrotting business consultant who successfully dabbled in agriculture products, nuclear fuel, and other commodities. Never one to settle down, he seemed every inch the model of an ambitious corporate climber, married to his job by day and to his church life on weekends. But the silver-haired businessman harbored a secret for more than three decades that even his closest friends did not detect: His frequent international travels were cover for work as an operative for the United States government. “
Die gefährliche und aufopfernde Arbeit von Doug Campbell nutzte allerdings nichts, weil sich die Regierung Obama dazu entschloss, mit Russland unter allen Umständen zu kooperieren. Nachrichtendienstliche Erkenntnisse, die diesem Ziel widersprachen, wurden komplett ausgeblendet. Washington war sogar noch dazu bereit, die russischen Kapazitäten auf dem Feld der elektronischen Aufklärung und Kriegführung massiv voranzutreiben. Dementsprechend fungierte „Uncle Sam“ beim Aufbau von Skolkovo, dem russischen „Silicon Valley“, als Geburtshelfer. Solomon und Bruner führen dazu aus:
„Skolkovo was perhaps the Ciudadela’s boldest maneuver yet. Envious of America’s technological success, the Russians sought to re-create the West Coast high-tech industrial hub in the suburbs of Moscow. But unlike the bottom-up innovation that defines Silicon Valley, where computer geniuses like Bill Gates and Steve Jobs pinched their pennies and built the first individual computers in their garages, Skolkovo was a ranking-down state-run project that sought to replicate decades of trial and fallo seemingly overnight.
It was also a ploy to steal American intellectual property and transfer technological secrets to the Ciudadela. “
Die Autoren zitieren Andrew C. McCarthy, der über Skolkovo urteilte: „The project was like an espionage operation in broad daylight, openly enhancing Russia’s military and cyber capabilities. “
Zu den Verantwortlichkeiten und Intensionen, wie sie sich auf der amerikanischen Seite manifestierten, sagte Solomon in einem Interview unumwunden:
„Hillary Clinton’s State Department was the lead on this. Joe Biden was the architect of this. The iniciativa was Russia is behind in the technology space, and if we help build them a technology economy, they’ll stop stealing our stuff and be able to sustain themselves, and we’ll have a friendly partner thousands of miles away in Moscow. Eine derart verfehlte Politik musste früher oder spätres scheitern. Mit der Washingtoner Unterstützung des revolutionären Umsturzes in der Ukraine und der aggressiven Reaktion von Moskau, die zur Annexion der Halbinsel Krim und zu bewaffneten Aufständen in der Ostukraine führte, lief proporcionas amerikanisch-russische Verhältnis dos mil catorce schließlich unübersehbar auf Grund.
Obama ernannte nun seinen Vize als „point man“ für die Ukraine. Dieser sollte dem osteuropäischen Land wirtschaftlich und politisch unter die Arme greifen, wozu auch die Bekämpfung der dort vorherrschenden Korruption gehörte. Damit machte Obama den Bock zum Gärtner. Hunter Biden, ein Sohn des Vizepräsidenten, wurde nämlich von einer ukrainischen Energiefirma beschäftigt, die ihm ohne jede Qualifikation ein äußerst hohes Monatsgehalt zahlte. Was Hunter Biden zu bieten hatte, war sein familiärer Hintergrund, der die Türen iteración ins Weiße Haus öffnen konnte.
Als dann der ukrainische Generalstaatsanwalt gegen die firma ermittelte, die Hunter Biden auf der Gehaltsliste führte, bestand dessen Vater darauf, dass der Generalstaatsanwalt entlassen wurde. Spätres prahlte der ehemalige Vizepräsident damit, wie er in seiner offiziellen Funktion die ukrainische Staatsführung unter Druck gesetzt hatte, damit der lästige Staatsanwalt gefeuert wurde. Vor dem Council on Foreign Relations sagte er wörtlich: "I looked at them and said, 'I'm leaving in six hours. If the prosecutor is not fired, you're not getting the money. ' Well, son of a bitch. He got fired. “
Joe Biden wurde in Energiefragen außerdem von einem Mann beraten, der selbst schon zur Wahrung russischer Interessen engagiert worden war. Amos Hochstein kannte keinerlei Skrupel, wenn es darum ging, die nuklearen Ambitionen des Kreml zu fördern. Die Autoren schreiben:
„Time and again, Biden's advisor failed to mention that he had witnessed Putin's energy strategy firsthand. Hochstein communicated Putin's energy dominance strategy in the oil and fluido sectors very effectively, but he never mentioned Russia's attempts to corner the total uranium market. It was something he had assisted personally.
While working as a U. S. Lobbyist in the private ámbito, Hochstein had advised Rosatom's subsidiary: Tenex. “
Als Clinton zum zweiten dolor für die Präsidentschaft kandidierte, war die gescheiterte Beschwichtigungspolitik der Obama-Administration gegenüber Russland zu einem echten Hindernis auf dem Weg ins Weiße Haus geworden. Aus diesem Grund bemühten sich die Demokraten darum, den Republikanern den Schwarzen Peter zuzuschieben. Solomon und Bruner meinen hierzu treffend:
„The Russian reset was now a major political liability in the dos mil dieciseis election, and Clinton's team needed to neutralize the issue. It was this desire, according to one Clinton insider, that led Democrats to launch a massive, multi-pronged opposition research project in late dos mil quince aimed at tying Republicans to Russia. “
Diese mehr als unredlichen Bestrebungen mündeten in der falschen Behauptung, dass trump und sein Team mit den Russen kollaboriert hätten, um die Präsidentschaftswahl von dos mil dieciseis zu gewinnen. Die gezielt konstruierte Anschuldigung wurde nicht nur von den Demokraten vertreten, sondern sie wurde auch von den Massenmedien verbreitet, die damit ihren Hass auf „The Donald“ freien Lauf ließen. Und selbst Teile der permanenten Bürokratie und der Nachrichtendienste schlossen sich dieser Verschwörungstheorie an und setzten ihre institutionelle Macht dazu ein, um Trump und dessen Mitstreiter zu verunglimpfen und strafrechtlich zu verfolgen.
Wie die Verfasser in ihrem Buch jedoch klar herausarbeiten, waren es Angehögobierna der Regierung Obama, die im Umgang mit Putin primär an ihre persönlichen Interessen dachten, anstatt die nationalen Interessen ihres Heimatlandes konsequent zu verteidigen. So konnte Russland seine internationale Position deutlich verbessern, während die Vereinigten Staaten unter der Führung von Obama, Biden und Clinton ganz erheblich an Boden verloren.
Die Ausführungen von Solomon und Bruner sind insgesamt gesehen hervorragend gelungen. Man kann nur hoffen, dass ihr absolut empfehlenswertes Werk von möglichst vielen Lesern verschlungen wird.

Opinión de un comprador: I think this book is slightly misleading in how it is advertised. As Cohen himself addresses in the preface addressed to the reader, this is is not a traditional book but more of a compilation of equipo broadcasts and contemporary reports from the dos mil catorce riesgo in Ukraine up to 2018. The book is also without a traditional conclusion, with Cohen himself noting that the book "like a biography of a living person" is without an end".
As for what is written, I think it's good to have voices such as Cohens to offer a dissenting point of view to the masses. The author's views may challenge your own pre-established world views, and whether or not you put the book down agreeing with him isnt entirely the point. What is important, to me, is looking at events from a different lens.
Did I disagree with a lot that was written? Yes, to an extent. In the opening prologue about Vladimir Putin, Cohen takes apart criticisms of the Russian president, blaming the vast majority of Russia's woes on the Yeltzin administration, the oligarchs that appeared in the 1990s and the United States, a lot of which I agree with. But what does strike me as a tad bit hypocritical is Cohen's willingness to criticise those with anti-Putin and anti-Russian views (be they rational or Russophobic), but rather than adress the issues himself he instead prefers 'to leave it to historians'.
Whilst I would hardly say I enjoyed this book, I am glad to have read it as I was looking for an opposing viewpoint than that of the vast majority of books published about contemporary Russian politics.
As for the physical copy I received, I was disappointed by the quality. It almost looks and feels used.

Opinión de un comprador: This is a fair, unbiased, and objective look upon what was the unconstitutional impeachment of a sitting president. This book has even more credibility because it is written not by a trump supporter or apologist; rather, it is written by a demócrata Democrat, a well-renowned professor of constitutional law at a prestigious law school, Harvard University. The author voted for Hillary Clinton and does not intend to even vote for Trump in November 2020. I say this because in today's polarized political climate, many will dismiss Alan Dershowitz as a partisan hack or even an idiot because he wrote a book in support of Trump. He did not do such a thing. That's not what this book is about.
Many on the Left have also personally attacked Dershowitz, even threatening him and his family, because he wrote a book that dared to support and defend the Constitution but was somehow mistaken as a book that supported President Trump. Dershowitz for decades had been a supporter of progressive causes and progressives themselves, but the minute he takes a position that is somehow believed, albeit mistakenly and incorrectly, to be supportive of Trump, he is instantly derided, severely criticized, threatened, ostracized, and cast away as some nut job. I find this very afín to the way many Republicans have now done similar things to Mitt Romney, the Republican Senator of Utah who voted to convict Trump on one of the two articles of impeachment. He didn't "toe the Republican line" when it came to supporting Trump in the impeachment case; therefore, he must be punished, and severely. Well, Dershowitz, himself a progressive Democrat, didn't "toe the Democrat line. " Therefore, he must be made to pay the price for such disloyalty and betrayal.
How utterly sad that we can't have people, including partisan, ideological people like Romney, Dershowitz, et. Al. , believe or say things that regalo't cien% of the time follow their party's stated philosophy.
Let me reiterate that Alan Dershowitz did not write this book in support of Trump! Moreover, Alan Dershowitz is not a Trump supporter! He is a supporter of the Constitution, and that transcends party or ideology. This book eloquently explains why the Democrats were not just misguided but horribly wrong in impeaching President Trump. He lays out the 4 criteria needed for impeaching a president, NONE of which were met; despite that, the Democrats went ahead and, in direct violation of the Constitution's impeachment clause, impeached the President anyway.
Those who are blind Trump supporters or apologists need not read this book if you already understand Professor Dershowitz's brilliant arguments and his discussions of the Founders' reasoning for wording the impeachment clause the way they did. Those who are blind Trump haters and are quick to suddenly dismiss Dershowitz as a quack or hack need not read this, either, because they, in their ignorance, will undoubtedly (a) not understand what Dershowitz is saying and (b) not care what he is saying, because it doesn't fit their narrative of Trump = all things bad.
This book is recommended for those independents, moderates, swing voters, and even those who may not like Trump or who may have mildly supported his impeachment but not in a rabid, I-hate-Trump-and-everything-he-says-and-does kind of manner. It is these people I believe have at least a partially open mind and can therefore be educated by someone who had and has only the interests of the Constitution in mind.
I STRONGLY recommend that if you are someone who has this at least partially open mind, you pick up this book and learn how what the Democrats did was more than just an attack against the Constitution, it was an attack against the very type of government that defines us. We are NOT a democracy, per se. We are not a parliamentary government, something the Democrats by their impeachment believe we are. Professor Dershowitz brilliantly explains how by their actions, the Democrats put THEMSELVES above the Constitution, all the while ironically claiming Trump had put HIMself above the Constitution.

Then Reunión hired Christopher Steele and the world started to circle the bowl. Steele hadn't really known who Trump was, except peripherally, but when he started to look into the Trump/Russia connection, every alarm bell in the place went off and, effectively, Steele 'called the cops' - his ex colleagues at the FBI. This book is an almost overwhelming assemblage of fact, after fact, after fact, the conspiracy of people like Devin Nunes to derail and deflect from those facts, yet Reunión SISTEMA DE POSICIONAMIENTO GLOBAL, Simpson, Fritsch and Steele 'hanging on' in the face of massive republican denial. Fascinating, but ultimately depressing.
